Ihm wurde als 'Census-Commissioner' die Organisation des 1931er-Census übertragen; eine Herkules-Aufgabe, die ohne seine enormen Kenntnisse und seinen Einsatz nicht diesen großen Erfolg gehabt hätte: Dieser Census meisterte zum ersten Mal seit einem eher bescheidenen Versuch bei dem 1901er-Census die Aufgabe, einen umfassenden Überblick auch und gerade über die unzählig vielen wenig erforschten Völkerstämme Indiens zu bekommen. Das gelang u.a. deshalb, weil Hutton sich die Mitarbeit fast aller namhaften Ethnologen Indiens für dieses Projekt sichern konnte, u.a. Mills, K. Iyer, Grigson et.al.
