Blount is identified as Officer United States Volunteer Army in Cuba and the Philippines, 1898-1901. Judge of the Court of the First Instance of the Philippines, 1901-1905. The article is reprinted from the "North American Review" for June 21, 1907. Nearly a Very Good copy.
