This is not the current journal being published by this name.  This journal was established in 1867 by William Torrey Harris of St. Louis, Missouri, becoming the first journal on philosophy in the English-speaking world. The journal ceased publication in 1893. (Wikipedia). Harris was an interesting man. He established the first public kindergarten in the United States and he introduce Reindeer to Alaska.
