Greeley (1879-1955) was the third Chief of the United States Forest Service (1920-1928), where he shepherded the Clarke-McNary Act of 1924 into law, and afterward spent two decades as an executive of the West Coast Lumbermen's Association in Seattle. Written from Port Gamble, Washington, in his last years and published as a textbook in McGraw-Hill's American Forestry Series, this is his summing-up of how nations arrive at a forest policy, from a man who had made policy from both the government and the industry side.
