Unbekannt. Condition: Gut. 360 S. Im Juli 1993 wurde an der Universität zu Köln ein Symposium zum Thema "Umweltpolitik mit hoheitlichen Zwangsabgaben?" abgehalten. Teilnehmer waren Volkswirte und Finanzwissenschaftler, aber auch Juristen und Wirtschaftshistoriker. Die Idee, ein solches Treffen zu veranstalten, darf auf zwei Motive zurückgeführt werden, und von beiden Motiven ist das hiermit vorgelegte Buch in entscheidender Weise geprägt.Das erste Motiv lag in der Tatsache, daß die Zeit reif, ja dringlich für ein Treffen, einen Meinungsaustausch der Wissenschaftler geworden war, die, aus dem Bereich der Gesellschaftswissenschaften kommend, sich mit den Möglichkeiten und Grenzen ökologischer Steuerpolitik beschäftigen. Zwar ist die Diskussion um das Instrument der Umweltabgabe alles andere als neu zu nennen, doch mit der Ökosteuerdiskussion der 80er Jahre hat sich hier eine enorme Dynamik in der Instrumentenfrage ergeben, die unverändert eine Herausforderung für Wirtschafts- und Finanzwissenschaftler darstellt. Dies um so mehr, als wesentliche Impulse für die neuere Abgabendiskussion von "außerhalb" kommen: aus dem politischen Raum oder von umweltpolitisch engagierten Naturwissenschaftlern.Das zweite Motiv der Einladung zu diesem Symposium war persönlichen Ursprungs. Im Juli 1994 wird Karl-Heinrich Hansmeyer sein 65. Lebensjahr vollenden. Für die Fachkollegen, für die befreundeten Wissenschaftler und für seine Schüler wäre das ein willkommener Anlaß gewesen, ihm mit einem Festschriftbeitrag zu gratulieren. Wer das Schrifttum von Karl-Heinrich Hansmeyer kennt, wer mitverfolgt hat, in welch unterschiedliche Fachgebiete der Finanzwissenschaft, der Geldpolitik und der Wirtschaftspolitik er vorgedrungen ist, der wird zugeben, daß es in heutiger Zeit unmöglich ist, alle potentiellen Gratulanten unter einem Dach zu versammeln - sprich als Teilnehmer einer festlichen Gesamtveranstaltung einzuladen. Die Idee nun, aus den vielen fachlichen Schwerpunkten nur einen auszuwählen, konnte aus der Not eine Tugend machen - wie das vorliegende Buch beweist. Auch die Auswahl fiel nicht schwer, denn das Thema "Umweltpolitik mit hoheitlichen Zwangsabgaben" entsprach in besonderer Weise dem Engagement von Karl-Heinrich Hansmeyer. Bei der Einladung an die Teilnehmer dieses Symposiums war keineswegs daran gedacht, nur die Befürworter einer Umweltabgabe zu Worte kommen zu lassen, vielmehr interessierte selbstverständlich auch die Meinung der Kritiker und Gegner von Umweltabgaben. Des weiteren war angestrebt, ein interdisziplinäres Treffen des umweltpolitischen Sachverstandes zu besorgen und insbesondere auch die rechtswissenschaftliche Seite mit einzubeziehen. Obwohl nun dieser vorliegende Band keine Festschrift, sondern das Ergebnis eines fachlichen Symposiums ist, haben natürlich auch befreundete Kollegen und Schüler von Karl-Heinrich Hansmeyer am Entstehen dieses Bandes mitgewirkt und mögen insofern ihren Beitrag als festliches Geschenk an ihn betrachten.
