This document is the 1908 government program for Fernando E. Guachalla's presidential campaign in Bolivia. Guachalla won the election held in May 1908 but died on July 24, 1908, before taking office. The personal dedication from Guachalla is to his dear friend, Clemente Palma who was a notable Peruvian writer, son of the eminent tradicionista Ricardo Palma and brother of the noted feminist author Angélica Palma Román.
