Of particular interest is the material on the organization of Wyoming territory which was formed in 1868 from parts of Dakota, Idaho, and Utah territories via the passing of the Wyoming Organic Act by President Andrew Johnson. Clean and sound internally.

An interesting early Dakota imprint. In his address, Faulk renews his plea for the construction of a capital building, seeks to calm fears regarding the presence in Union county of a Sioux band connected with the Minnesota massacre, and lauds the progress of the public school system. Of particular import is his announcement and explanation of the Fourteenth Amendment, recently passed in the federal Congress. Quite scarce. OCLC locates only six copies. ALLEN, DAKOTA 58. 13 pp. 13 pp. An interesting early Dakota imprint, being the first annual message of the governor. Faulk, who became territorial governor in 1866, points to the cessation of hostilities with the Indians and the pressing need for settlement of lands. "The explorations of Lieutenant G.K. Warren, Professor F.V. Hayden, and many others, have already established the proof.that the valleys adjacent to the Black Hills are admirably adapted, in soil and climate." He further announces that the "Sioux City and Big Sheyenne wagon road" will soon be completed and that its proper terminus is Virginia City. Reference is made to potential problems with the Santees or Mississippi Sioux, resulting from their Reservation being too near white settlements. He tells of the rich gold discoveries in those regions; the building of the Pacific Railroad; the incoming population; turbulence and lawlessness; the Vigilance Committee; Congressional acceptance of his proposal for erecting a separate territory; act creating a temporary government in Wyoming, approved 25 July 1868; reasons why it has not gone into operation, that soon "a separate government will be in full operation in Wyoming, when, through the regular application of the civil laws crime will be suppressed, and the law-abiding citizens will finally be relieved.".
