Er steht auf dem Tempelberg im südöstlichen Teil der Jerusalemer Altstadt. Er wurde nach gegenwärtigem Forschungsstand zwischen 687 und 691 errichtet und im Lauf der Jahrhunderte vielfach restauriert, verändert und umfassend ergänzt, zuletzt Anfang der 1990er Jahre. Der im Zentrum des Baus stehende Felsen heißt im Hebräischen Even ha-Shetiyya, der Gründungsfels. Nach volkstümlicher jüdischer Tradition sei darauf die Welt gegründet worden, deren Mittelpunkt im Jerusalemer Tempel der Stein bildete. An dieser Stelle habe Abraham seinen Sohn Isaak opfern wollen (Bindung Isaaks), und hier habe sich die Bundeslade befunden.[2] Im Tanach jedoch wird in der Geschichte von der Bindung Isaaks (Gen 22 EU) keine Beziehung zu früheren oder späteren Bedeutungen der Opferstätte angegeben. Der spätere Tempelberg wiederum wurde zum heiligen Ort der Israeliten mit einem Altar zur Beendigung der Pest erst, nachdem ihn König David dem Jebusiter Arawna abgekauft hatte. (2 Sam 24,15 EU). Nach der islamischen Tradition soll Mohammed von diesem Felsen aus die Himmelfahrt und seine Begegnung mit den früheren Propheten des Judentums und Jesus angetreten haben. Die islamische Tradition und Koranexegese, nach der nicht Isaak, sondern Ismael geopfert werden sollte, bringen den Felsen mit Abrahams Opfer nicht in Zusammenhang. Der Felsendom ist ein Meisterwerk der islamischen Baukunst des frühen Umayyadenstils und übernimmt den frühchristlich-byzantinischen Zentralbautyp. Der Bau mit einer ursprünglich in Holzkonstruktion errichteten Kuppel (gegenwärtige innere Höhe 11,5 m, Durchmesser 20,40 m) wurde über einem offenliegenden Felsen (arabisch sachra) errichtet. In der archäologischen Forschung ist umstritten, in welchem Verhältnis dieser Felsen zu vorigen Tempelbauten aus biblischen Zeiten steht. Vielfach wird vermutet, dass sich das Allerheiligste oder der Brandopferaltar des antiken Jerusalemer Heiligtums auf dem Fels befand. Der Felsendom wurde ursprünglich und wird auch heute nicht als Moschee, sondern als ein Schrein beziehungsweise eine Kuppel qubba Kuppel) verstanden.
