This conference appears to have had an anti-nuclear perspective given that the Ploughshares Fund was one of the organizations providing grants to the… Organizing Committee of the Conference. Included in these proceedings is a paper by Thomas B. Cochran entitled The Plutonium Breeder. Dr. Cochran has long been associated with the Natural Resources Defense Council. The International Conference on Plutonium was jointly organized by two citizens; groups, Greenpeace International and Citizens' Nuclear Information Center. Presentations included in this proceedings cover a wide spectrum of subjects relating to plutonium ranging from the health effects to economic and social aspects of plutonium utilization as well as issues of nuclear control and proliferation and will serve as a guide on plutonium issues. The attitude of the Japanese government and nuclear industry was a matter of concern to those organizing the conference. To them the issue was whether Japan would enter a plutonium economy or would stop using plutonium. The organizers also felt that the government and industry were pushing forward toward a plutonium economy without explaining the implications of large-scale plutonium utilization and its possible consequences.
