RET are increasingly recognised for their contri-bution to development especially in rural areas, increasing health, energy independence and climate change mitigation. Due to massive technological improvements in recent years, economies of scale in pro-duction and given the absence of market distortions , RET can be cost competitive with conventional energy sources. This counts especially for off-grid RET in rural and remote areas where costs for grid connection are excessively expensive and where 80% of people without access to electricity live. RET become even more competitive if environmental externalities are factored into the market price of competing fuels (Martinot et al. 2002). Despite those advantages, RET in developing and developed countries are only tapped to a small amount of their potential as there are several types of barriers to their deployment (Painuly 2001). While traditional renewable energy sources like bio-mass (i.e. fuel wood, animal wastes and crop residues) provide 30 - 45% of the energy supply in developing countries (up to 90 % in rural Sub-Sahara-Africa) RET produce only about 2 % of the global energy supply, mostly in developed countries (REN21 2005). This paper aims to identify major drivers and barriers to the deployment of renewable energy technology in developing countries. In chapter two the main drivers for RET, as well as their ability to contribute to development aims and poverty reduction, will be discussed in general, as there are a number of incentives for developing as well as de-veloped countries. Barriers, however, depend more on the particular technology and conditions in countries or regions (Martinot et al. 2002). The second part of this paper will look at a specific case study: The deployment of solar water pumps in Ghana.[.].

The reasons can be found on the level of development thinking and of 'real-world changes and problems' (Simon 2003: 6). Devel-opment thinking got stuck in a cul-de-sac as both grand meta-narratives of development the-ory - Modernisation theory and radical Marxist approaches - lost their hegemony: radical alternative theories, based on Marxist and neo-Marxist political economy were discredited by the collapse of socialism. Modernisation theory, based in neoclassical economics did not seem to deliver many benefits as economic growth turned out to produce more ecological, social and economical problems than it solved (ibid.). It became clear that growth and the neo-liberal agenda with its structural adjustment programs (SAP) in the 1980s and 1990s was not necessarily connected to other development goals like employment creation, reduc-tion of inequality and poverty or the provision of basic needs. The acceleration of globalisation and with it the questioning of the nation state as a 'trusted point of reference' (Schuurman 2000: 7) of development studies intensified the crisis of de-velopment theory. Moreover new theoretical approaches like feminism, post modernism and post colonialism, and the growing recognition of heterogeneity of the third world, challenged development studies and theory even more (Schuurman 1993).There have been two major reactions to the impasse of development theory and policy. The first reaction was the search for development alternatives with the intention of reforming and redefining the goals of development. The second reaction, post development thinking, was more radical as it rejects development as a whole. However, development studies and practice survived the impasse and is back on the agenda: 'a flourishing industry centred on social capital and social development has arisen in the World Bank, the UNDP and other multilateral institutions' (Hart 2001: 649). This paper aims to review alternative development (section 2) and post development (section 3), and analyses which contributions have helped to overcome the impasse.

Since the 1970s, participatory research methods have become increasingly important in this field. Whereas initially they were used to inform project practice on the micro-level, they are now also used to inform policy making and enhance governance. 'They moved from the margins of development practice to the very heart of development mainstream' (Mikkelsen 2005: 58). Participatory research can be seen as the methodological basis of participatory development. However, there is ongoing debate on whom those methods inform - the instrumental practice of aid/ governmental agencies ('participation as means') or the local communities themselves, providing them with the means to conduct their development ('participation as end'). This ambiguity is the main reason why a coherent definition of participatory development and research does not exist. The notion 'participatory' is blurred and definitions differ widely. Common to most definitions is the view that an active involvement of stakeholders will enhance development research and projects. An important advantage of participatory research is seen in the deeper insight into local life and needs. Chapter 2 of this paper will outline the different aspects of the concept and will discuss good and bad practices in participatory research, paying particular attention to the conflict between participation as means and as end. The wider scope of current participatory research led to the need for valid and robust data gathered through participative research methods which raises the question for the representat iveness of participatory gathered data. Chambers claims that participatory research can provide the 'best of both worlds' (2001: 25) - as it meets the requirements of deeper holistic insight represented by qualitative research and representativeness, represented by quantitative approaches. In Chapter 3 the scope of qualitative and quantitative approaches and to which extent Chambers claim is cogent will be discussed. Having analysed participation from those different analytical perspectives, this paper will argue that participation is a contested field and cannot meet expectations from all competing interests.[.].

In der entwicklungspolitischen Umsetzung ist jedoch festzustellen, dass von der Idee nicht abgewichen wird, Entwicklung sei durch ökonomisches Wachstum, wenn auch ökologisch und sozial verträglich, zu erreichen. Die Orientierung des entwicklungspolitischen Mainstreams auf Wirtschaftswachstum, Modernisierung von Institutionen und Steigerung materiellen Wohlstands, scheint jedoch wenig geeignet die Ärmsten der Armen zu erreichen und die ökologische Krise zu überwinden.Feministische Diskurse greifen die Problematisierung des mit Wachstum verbundenen Nachhaltigkeitsverständnisses auf. Eine zentrale Rolle spielt dabei das auf das Süd-Frauen-Netzwerk DAWN (Development Alternatives with Women for a New era) zurückgehende Empowerment-Konzept und der daraus abgeleitete Sustainable Livelihoods Ansatz (SLA). 'Sustainable Livelihoods' lässt sich am besten mit 'nachhaltige Sicherung der Lebensverhältnisse' (vgl. Grawert 1998: 68) oder 'nachhaltige Sicherung der Lebensgrundlagen' (Wichterich 2004: 47) übersetzen. In der Definition von DAWN setzt er auf der lokalen Mikroebene bei der alltäglichen Überlebenssicherung in der unmittelbaren sozialen und natürlichen Umwelt an. Diesen neuen Herausforderungen zu begegnen, bedarf es eines handlungsfähigen Personalcontrolling.Zur wirtschaftlichen Gestaltung der Personalarbeit im Unternehmen reicht die einfache Kostenkontrolle nicht aus, denn der Erfolg in der Personalwirtschaft manifestiert sich vor allem in qualitativen Größen und ist auf langfristige Sicht zu betrachten. Personalcontrolling kann durch qualitative und quantitative Optimierung personalwirtschaftlicher Prozesse spezifische Beiträge zur unternehmerischen Wertschöpfung leisten.Im Unternehmenscontrolling werden Kennzahlen schon lange als Steuerungsinstrument eingesetzt. Es gibt viele Konzepte für Kennzahlensysteme, die meist zur Wirtschaftlichkeitskontrolle durch Gewinn- und Kostenanalysen dienen. Der Erfolg personalwirtschaftlicher Prozesse lässt sich jedoch schwer in monetären Größen ausdrücken, so dass sich kostenorientierte Kennzahlenkonzepte nicht auf das PCO übertragen lassen. Im Rahmen von Personal-Controlling geht es deshalb neben einer Analyse der quantitativen Dimension auch um eine intensive Analyse qualitativer Aspekte, wie z.B. Dabei wird das Überleben - insbesondere von Armen in den so genannten Entwicklungsländern - durch globalisierte Märkte, Umweltzerstörung und ungesicherte Ernährungslagen zunehmend erschwert.Das zentrale Leitbild der 'nachhaltigen Entwicklung' betont die Gleichrangigkeit ökologischer, ökonomischer und sozialer Aspekte für ein dauerhaftes Überleben von Mensch und Natur. In der entwicklungspolitischen Umsetzung ist jedoch festzustellen, dass von der Idee nicht abgewichen wird, Entwicklung sei durch ökonomisches Wachstum, wenn auch ökologisch und sozial verträglich, zu erreichen. Die Orientierung des entwicklungspolitischen Mainstreams auf Wirtschaftswachstum, Modernisierung von Institutionen und Steigerung materiellen Wohlstands, scheint jedoch wenig geeignet die Ärmsten der Armen zu erreichen und die ökologische Krise zu überwinden.Feministische Diskurse greifen die Problematisierung des mit Wachstum verbundenen Nachhaltigkeitsverständnisses auf. Eine zentrale Rolle spielt dabei das auf das Süd-Frauen-Netzwerk DAWN (Development Alternatives with Women for a New era) zurückgehende Empowerment-Konzept und der daraus abgeleitete Sustainable Livelihoods Ansatz (SLA). 'Sustainable Livelihoods' lässt sich am besten mit 'nachhaltige Sicherung der Lebensverhältnisse' (vgl. Grawert 1998: 68) oder 'nachhaltige Sicherung der Lebensgrundlagen' (Wichterich 2004: 47) übersetzen. In der Definition von DAWN setzt er auf der lokalen Mikroebene bei der alltäglichen Überlebenssicherung in der unmittelbaren sozialen und natürlichen Umwelt an. Er orientiert sich nicht an der wirtschaftlichen Leistungsfähigkeit der Länder und deren Regionen, sondern an den lokalen Kreislaufökonomien und nachhaltiger Selbstversorgungswirtschaft.Im Rahmen vorliegender Arbeit wird der SLA als alternatives Entwicklungskonzept, insbesondere für die Armutsbekämpfung, diskutiert und untersucht, inwieweit Elemente des SLA in der deutschen Entwicklungspolitik und -zusammenarbeit angewendet werden und welchen Mehrwert er für selbige im Zusammenhang mit einer geschlechtergerechten, nachhaltigen Entwicklung entfalten kann.
