Issued as Ulster Unionist Council Leaflet Number 131 ("U.C. 131") Printed by John Govan, 7 & 9 Victoria Street, Belfast. The text begins: "Sir Edward Carson has sent a detailed reply to a resolution passed by the Blackburn Branch of the Catholic Federation on the 17th October, 1920, protesting against a statement made by him that a Dublin Parliament would be governed and guided by the Hierarchy of the Church, and calling on the Government to protect Roman Catholics in Ireland from Orangement and the forces of the Crown."
