By replacing the whip with a bundle of lit cigarettes, the artist skewers Helms on two fronts: his crusade against the NEA over Mapplethorpe's The Perfect Moment exhibition, and his unwavering protection of the North Carolina tobacco industry despite its death toll. Issue also includes "What to Do Once You're Dead," "HIV Merit Badges," "Inkblots on Ribbons," and a "Love Letter to Newt".
