Having served in the Army, he entered the House of Commons in 1780. In 1803 he was appointed President of the Board of Agriculture. He was a great authority on farming and a leading economic authority of his time. In 1792, "A brief examination of Lord Sheffield's observations on the commerce of the United States", by Tench Coxe, was published as a reaction to Holroyd's book. Together with a photocopy of the relevant page from the Gentleman's Magazine for September, 1805, containing the epitaph and Free's introductory note.… Holroyd, John Baker, 1st Earl of Sheffield, 1735-1821, was a close friend and literary executor of Edward Gibbon, whose unpublished papers he published in two volumes in 1796. Beckwith Dodwell Free (born 1762), Student of Law at St John's College, Oxford, matriculated 1778, and was later a member of Lincoln's Inn. Holroyd continually revised and enlarged his text through a number of English editions. He mentions the growing importance of trade with the West Indies and Canada, especially Newfoundland and Nova Scotia, their fisheries, lumber, and shipbuilding. The tables compare the export and import of trade between the United States and other countries. This first translation from the English was by de Rumare, a magistrate of Rouen. Mirabeau's later translation did not include the statistical tables. Sabin 32638 mentions a London and a Rouen edition of 237 p. Howes (Hartley) H604 notes the work "Pointed out superciliously the helpless position of American commerce, and thus influenced the shaping of England's trade policy from 1783 to 1789, so detrimental to American commerce and shipping interests as to contribute greatly to the formation of a Federal union, better able, than were the separate federated states, to retaliate against British maritime might."
