Líder da União Nacional com o marcelismo, é o principal responsável pelo convite feito aos deputados que integrarão a chamada ala liberal. Tenta promover eleições relativamente livres, para o que chega a contatar com Mário Soares e Ramon la Feria. Promove a transformação da União Nacional em Acção Nacional Popular em 1970.
