Saat Kulelerinin Anadolu iclerine ve Osmanli Imparatorlugu cografyasinin tamamina yayilmasinin en onemli sebebi ise II. Abdulhamit'in tahta cikisinin 25. seneyi devriyesinde (1901) valilere saat kulesi yapimiyla ilgili gonderdigi Irade'dir. Her yerden rahatlikla gorulmesi icin kulevari sekilde yapilan saat kuleleri genel olarak, kaide, govde ve kosk bolumlerinden olusur. Kaide bolumunde bir oda, oda icinde kulenin uzerine cikmak icin bir merdiven yer alir. Bu oda bazen muvakkithane olarak duzenlenmistir. Bazen de bu kaide uzerinde cesme bulunur. Ayrica bazilarinin uzerinde tasidiklari (ruzgargulu, barometre gibi) degisik hava olaylarini olcen aletler tasimasiyla da, cok fonksiyonlu yapilar olarak kullanilmislardir. Osmanli Imparatorlugu cografyasinda Saat Kuleleri uzerine yaptigimiz bu arastirmada, Anadolu, Arnavutluk Bosna Hersek Bulgaristan, Cezayir, Filistin, Irak, Israil, Karadag, Kosova, Libya, Lubnan, Macaristan, Makedonya, Misir, Romanya, Sirbistan, Suriye, Suudi Arabistan ve Yunanistan'da olmak uzere toplam, 20'nin uzerinde degisik ulkede 260'a yakin saat kulesi belirledik. Saat Kulelerinin diger bir gorevi de din ve devlet islerinin Ezani Saat yerine, Bati da oldugu gibi Gunes Saatiyle calisma duzenine girmesine neden olmustur. Ayrica zengin ve aristokratlarin ceplerinde olan saatler, saat kulelerinin yapimiyla orta sinif ve fakirlerinde cebine girmis, yapildiklari sehri de ayricalikli ve kiskanilacak bir kent haline getirmistir. Zamanin mimari gelenegi (Barok, Rokoko, Ampir, Elektik ve Neoklasik Uslup) iyi bir sekilde yansitan saat kuleleri, genel olarak sade tas yapilaridir. Turk toplumu saat kulelerinin faydalarina o kadar inanmistir ki, bircok yerlesim yerinde saat kulesi yaparak bu gelenegin gunumuzde de devam ettigini gostermistir.
