Luiz Henrique Lima

Luiz Henrique Lima is the author of 13 books and numerous scientific articles in the fields of external control, public management, and environmental governance. His academic work has been published and cited in hundreds of theses, dissertations, and articles across more than 15 countries, and his doctrine has been referenced in decisions of the Brazilian Supreme Court (STF), the Federal Court of Accounts (TCU), and several other Brazilian courts.

He holds a Doctorate and Master’s degree in Energy Planning with a focus on Environmental Planning (COPPE-UFRJ), an MBA in Corporate Finance (PUC-Rio), and a Bachelor’s degree in Economics (UFRJ). He is also certified as a Board Member by the Brazilian Institute of Corporate Governance (IBGC).

Thousands of his technical books have been sold, and thousands of his students have successfully passed competitive exams for the TCU, CGU, and audit courts throughout Brazil. He currently serves as an Elected Substitute Justice at the Court of Accounts of Mato Grosso, and has previously worked as a Federal Auditor at the TCU and as Vice-President and Supervisor of the Higher School of Accounts at the TCE-MT. He is also Vice-President for External Control at AUDICON, the national association of audit court members.

With 29 years of teaching experience, Luiz Henrique is a sought-after lecturer and professor in graduate programs at universities across Brazil. He has been a guest professor at the Serzedello Corrêa Institute (TCU) and at leading Schools of Public Accounts nationwide. He has taught courses and delivered lectures in 25 Brazilian states and has participated in international conferences and events across Europe, Africa, the Middle East, Asia, South America, and North America.

Born in Santa Catarina, raised in Rio de Janeiro, and now living in Mato Grosso, Luiz Henrique describes himself as a lifelong learner. Passionate about writing, studying, and teaching, he also enjoys sailing, gardening, and photography. A devoted Flamengo supporter, he is a committed democrat and environmentalist, an advocate for human rights, and a strong opponent of intolerance, racism, sexism, and all forms of prejudice.

He admires Pope Francis, Nelson Mandela, and Martin Luther King Jr., and is an avid reader of Voltaire, Cora Coralina, and mystery and poetry books. In music, he is a fan of Milton Nascimento, samba, Brazilian popular music (MPB), and rock.
