This volume examines the technical basis for arms reductions agreements that could cut the sizes of the US and Soviet nuclear stock-piles by 90 percent or more. It is the result of a joint research project of the Federation of American Scientists and the Committee of Soviet Scientists for Peace and Against the Nuclear Threat. The book begins with two studies which show that the stability of the US/Soviet nuclear balance could be enhanced by the preferential elimination of weapons that are both vulnerable and threatening to the nuclear forces of the other side. The remainder of the book focuses on the verification of direct limits on nuclear warheads. This new approach to verification is complementary to the traditional approach to arms control verification, which has focused on bombers, missiles, and missile launchers.

He is Professor and Co-Director of Program on Science and Global Security at Princeton University and the Princeton School of Public and International Affairs. In the 1980s, as chairman of the Federation of American Scientists, Von Hippel partnered with Evgenyi Velikhov in advising Mikhail Gorbachev on the technical basis for steps to end the nuclear arms race. Roald Zinnurovich Sagdeev (born 26 December 1932) is a Russian expert in plasma physics and a former director of the Space Research Institute of the USSR Academy of Sciences. He was also a science advisor to the Soviet President Mikhail Gorbachev. Sagdeev graduated from Moscow State University. He is a member of both the Russian Academy of Sciences and the American Philosophical Society. He has worked at the University of Maryland, College Park since 1989 in the University of Maryland College of Computer, Mathematical, and Natural Sciences. Sagdeev was the recipient of the 2003 Carl Sagan Memorial Award, and the James Clerk Maxwell Prize for Plasma Physics (2001).
