About the Author
A 37 year career in public service, first as a firefighter/paramedic, then Fire Chief, followed by 21 years in City Management provided the background and experience needed to lead and manage in a very challenging environment. Mr. Phillips holds a Bachelor of Science in Emergency Management and a Master of Public Administration, both from the University of North Texas.
