The Construction (Design and Management) Regulations (CDM Regulations) initially came into force on the 31st March 1995 to promote an integrated, holistic approach to the consideration of health and safety issues associated with all aspects of construction projects. The regulations were updated in 2007, with the current version coming into force on 6th April 2015. The regulations require all those involved in construction to adopt a team based approach to health and safety, delivered through duty holder responsibilities via project team risk management, accountability and effective, timely communication.
The CDM Regulations 2015 Procedures Manual articulates and explains the statutory duties, and provides a documentation system to ensure associated compliance. It has been thoroughly revised to take account of the amendments to the CDM Regulations brought about by the 2015 update, which requires both subtle and significant changes in the management of health and safety within the construction industry.
The Author As a chartered civil engineer, Stuart Summerhayes BSc, MSc, IFaPS gained wide professional experience in heavy construction before moving into construction and project management education at the University of Glamorgan (now the University of South Wales). In the role of independent consultant he has undertaken planning supervision and CDM co-ordination commissions ranging from GBP10,000 refurbishment contracts to the GBP121 million Millennium Stadium Project in Cardiff, and has carried out extensive construction related health and safety management work for major clients in the UK and Europe. Additionally, Stuart has developed and delivered a portfolio of CDM related courses to duty holders within the construction industry for more than twenty years, is a past President of the Association for Project Safety (APS) and author of the sister publication, Design Risk Management: Contribution to Health and Safety .
