"Irving Louis Horowitz has collected and edited a group of essays on social science and public policy. The papers were selected from a 1969 conference at Rutgers University and the result is an excellent overview of problems and prospects for social policy analysis. Unlike most edited collections, the essays are coherent, woven around the same or similar themes and of uniformly high quality. They are not laden with extensive footnoting. Instead, they represent the efforts of thoughtful persons reasoning in public on the import and limits of rationality in public policy. It is an important discussion."
