Traditional strategies of technical assistance, technology transfer, appropriate technology, and self-reliance for science and technology development in the Third World, cannot be successfully implemented until Third World countries improve their fundamental organization of science and technology. In order to make those improvements - a process known as capacity-building - we must determine the optimal social and cultural institutions within which science and technology in the Third World can be successfully produced, organized and utilized. Drawing on the history and sociology of science and studies of knowledge application and public policy, this book builds a prescriptive model that addresses the problem of capacity-building in the Third World.
