Since the revolutionary events in the former socialist states in Central and Eastern Europe, the Conference on Security and Co-operation in Europe (CSCE) has been the subject of a fundamental change. That change is reflected in this volume, which contains all the substantive documents in English which have been adopted at CSCE meetings from the beginning in 1972 until the summer of 1993. In addition to all the documents which aim to create new CSCE commitments, the book also contains the main documents which were adopted by the CSCE Council of Foreign Ministers and the CSCE Committee of Senior Officials. The latter documents pertain, in particular, to the crises in the CSCE area. In addition, documents of the CSCE Parliamentary Assembly are included. The new political climate in Europe is also reflected in the documents from the CSCE High Commissioner on National Minorities and from CSCE Missions of Rapporteurs. Finally, the texts of treaties, concluded in the framework of the CSCE, are incorporated (CF agreements, Open Skies Treaty). The documents are preceded by an extensive analysis of the origin, development and basic features of the Helsinki Process. This section also encompasses a survey of all CSCE meetings which have taken place up until the summer of 1993. This publication is a follow-up to the collection of documents which was published by the same author under the title "From Helsinki to Vienna: Basic Documents of the Helsinki Process" (Martinus Nijhoff Publishers, 1990).
