- Two pages consisting of over 300 words penned in an unknown hand on both sides of a 10-1/8 inch high by 8 inch wide leaf of paper, with an attached blank leaf. This 1841 Connecticut document drafted "At a General Assembly of the State of Connecticut" appoints a committee to "bind and repair such records and papers belonging to this State as may be necessary and to prepare suitable indices." The members of the committee consisting of Alfred Smith, Erastus Smith, Epaphroditus Champion Bacon, Royal R. Hinman, and Gideon Welles (the future Secretary of the Navy) are to receive up to $500 for their work. The document is signed by Secretary of State Royal R. Hinman at the bottom of the second page. The State's blind stamped paper seal, with its starburst edges, is mounted with wax to the left of Hinman's signature. Folded several times vertically and horizontally, the document is in very good condition. The author of "Antiquities of Connecticut" and "A Historical Collection of the Part Sustained by Connecticut during the War of the Revolution", Royal Ralph Hinman (1785-1868) was an American lawyer and Antiquarian. A graduate of Yale College and Litchfield Law School, he studied law with David Sherman Boardman and Noah B. Benedict before he was admitted to the bar and practiced law. Hinman was first elected a Connecticut State Representative in 1814 and held various public offices throughout his career, including the post of Secretary of State. He was a member of the Committee to Revise Public Statutes of Connecticut and was later appointed Collector of Customs by the Port of New Haven. Hinman published several historical works and was a member of the Historical Societies of the States of New Jersey, Massachusetts, and Connecticut.
