Payne (1882-1947), American painter; began traveling at age 14 in the Midwest and Mexico, while teaching himself to paint; studied for a short time at the Art Institute of Chicago; settled in Los Angeles in 1920, where he specialized in painting the Sierra and Southern California scenes.
