10 parts in one, 16, 160pp., some spotting and staining of the first, contemporary calf-backed marbled boards. The first part is signed "George Edmonds. Tuesday, February 23, 1819". The series of "Letters" numbered II-X are on political reform in local government. Letters II-IV are printed and published by Osborne, letters V-X were printed by T. Bloomer, High Street, Birmingham. They are however paginated continuously, they were probably issued with the "Address to the Payers of Levies.".
