Im Dezember 1954 bestieg der damals 22jährige Fotograf das Truppenschiff nach Deutschland um für amerikanische Armee-Magazine zu arbeiten. Zuvor hatte er die USA nie verlassen und jetzt freute er sich auf das zu fotografierende Europa und auf das Besuchen all jener wunderbaren Orte, von denen er gelesen oder sie in Filmen gesehen hatte. . Bill Permutter wurde 1932 in New York geboren. Nach einem Studium der Filmtechnik schloss er 1954 sein Fotografiestudium an der Army Signal Corps School ab. Seine Bilder wurden in zahlreichen Magazinen und Bildbänden veröffentlicht und er ist in diversen US-amerikanischen Museumskollektionen vertreten.
