The Sondley library was largely sold in the late 1980's, with the remainder being merged with the Buncombe County Special Collections, properly de-accessioned with confirmation.; Original two leaves of front endpapers and single leaf of rear endpaper present; Extra leaf numbered *12, with signature F* inserted.; Letter of transmittal from Department of State, 8th December, 1801, signed, in print: James Madison. Schedule for Tennessee, which was not present on Dec. 8th, appears on leaf 2R, dated December 22, 1801. Howes R-221; Sabin 70146. The scarce folio for the Second U.S. Census. As mandated by Article I, Section 2 of the Constitution, a census is to be taken at 10-year intervals. An act of February 28, 1800, authorized the second census of the United States, which was to include the states and territories northwest of the Ohio River and Mississippi Territory. The census was to conclude within nine calendar months of its start. It contains 21 states as well as three territories (Northwest, Indiana, and Mississippi). The Louisiana Purchase would be discussed soon after, and concluded in 1803, leaving this census as a snapshot of a significantly smaller US. At the time of the 1800 census, the territory donated to form the District of Columbia was still being administered by the states of Maryland and Virginia, with the total population being equivalent to that of the Indiana Territory.
