His Job Was To Remind The President That A Bill, For Example, Must Be Acted Upon In A Certain Amount Of Time, Or That By Law He Must Fill A Vacancy Within A Definite Period. He Was Also Responsible For The 'Orderly Handling Of Documents' And Supervision Of The Large Clerical Staff. He Was The Most Important Permanent Official At The White House.
