This was the second attempt by Massachusetts to form a new state constitution after its 1778 proposal was overwhelmingly rejected by voters. Unlike the first attempt, the 1779Ð1780 convention was composed of delegates specifically elected for this purpose, establishing the precedent for a constitutional convention distinct from the state legislature. The journal chronicles the creation of the world's oldest functioning written constitution, which became effective on October 25, 1780. JOU118276.
