It is the record of her influence on the developing social structure of New Zealand. Grace was born in Edinburgh, 1846. She emigrated to NZ in 1892 and in 1893/4 she was appointed the first woman Inspector of Factories in new Zealand. Elizabeth Grace Neill lobbied for passage of laws requiring training and national registration of nurses and midwives; in 1901, New Zealand was the first country in the world to introduce such laws.
