First edition. 23.5 cm. 7 pp. Sewn, as issued. Written at top of first page in ink: "Private." With a textual correction. NUC records six copies. Soiled. Signed in type by Carey and dated at the end, May 22, 1869, directed to Hon. A.E. Borie [Secretary of the Navy in the Grant administration]. On the tariff. Carey writes: "Our late Finance Minister had been intended by Dame Nature for clerk of a country bank. Out of such material Mr. Lincoln thought to make a statesman; a blunder that he could not have committed had he studied the poor man's reports in his capacity of Comptroller." This is likely a reference to the career of Hugh McCulloch (1808-1895) who served as President of the Bank of Indiana and was later appointed by Pres. Lincoln as his Treasury Secretary in 1865, a position he continued to hold under Pres. Andrew Johnson.
