Chef de bureau de la législation des douanes au ministère du commerce, l'auteur était un disciple et traducteur de Friedrich List et comme lui partisan du "protectionnisme éducateur. Friedrich List est un nationaliste romantique et un des précurseurs de l'école historique allemande, via l'influence du saint-simonisme, qui avait développé une théorie des « stades » économiques. Son ouvrage le plus connu, Le système national d'économie politique fut écrit contre les doctrines libre-échangistes qui se répandaient dans l'économie classique et fut à la base du nationalisme économique. Toutefois, il n'était pas un défenseur polémique du protectionnisme : il argumentait sur la base de son analyse économique, qui soulignait les facteurs politiques - notamment la "nation" - en sciences économiques. Pour List, le gouvernement devait protéger le développement de l'industrie nationale et ne laisser s'instaurer le libre-échange qu'une fois celle-ci solidement établie, idée qui est très proche de l'argument protectionniste moderne des "industries dans l'enfance". List était professeur à Tubingen et il devait siéger comme libéral à l'Assemblée du Wurtemberg. Il fut emprisonné puis exilé en 1825 en raison de ses idées politiques. Il était un partisan convaincu et il devait être un des principaux artisans de l'union douanière allemande (Zollverein) et de l'extension du réseau ferroviaire à travers toute l'Allemagne. Il a vécu de nombreuses années aux États-Unis comme journaliste, avant de rentrer en Allemagne comme consul américain.
