Quarto, 11.75 in. x 8.75 in., pp. 52. Dark gray paper boards with a framed black title on a beige paste-on to front. = 1/2 in chip to each spine end; corners showing. A couple small light stains to front cover. Previous owner's name to top corner of front free endpaper. 1 inch closed tear to side of page 4/5. The text contains an argument by the American Dyes Institute, a second title page (on page 12) entitled "Chemical Disarmament by Dr. Charles H. Herty and Major V. Lefebure, extracts from testimony in the House or Representatives, and extracts from speeches by Senators James E. Watson, Philander G. Knox, Joseph S. Frelinghuysen and John Nugent. In addition, there are five pages of "Press Comments". Within the publication are two five page laid-in government hearing reports: The 1919 hearings before the House Ways and Means Committee that urges the passage of the dyestuffs bill; the other laid-in report is the 1920 Senate Finance Committee's actions on the 1919 dyestuffs bill. This publication melds the global issue of post-World War I disarmament with the importance of the dye industry. The publication explores the dye industry's critical role in wartime and its potential as a "master key" for national security and economic strength, thereby influencing the complex landscape of disarmament talks. From the introduction: "An American dyes industry, vigorous, complete and self-sustaining in peace, and ample for defense in war, is the master industry of preparedness. Such an industry will make no huge drafts on the treasury of the nation, but will be itself a unit of our industrial prosperity in times of peace. Its mobilization in times of war is a matter of days, not months. "This book tells about this industry, about which the people know so little. If the Congress shall by legislation make sure to foster and protect a dyes industry of ample size for this country those engaged in it must accept the responsibility of a stewardship for the highest achievement for national defense and national welfare; prosper they must, but private benefit will be the incident and not the achievement.".…
