First edition, an important statistical and historical survey, exemplifying "the way in which data collection, enumeration, and tabulation became a part of the statistical landscape in early Victorian Britain; he examined, for example, the statistics of the population and geography of the British Empire, the growth of industrialization, and provisions for the poor" (Flood, Rice, & Wilson, p. 437). The 1830s saw an expansion in the use of statistics in public policy - the Statistical Department of the Board of Trade was created in 1832, the Manchester Statistical Society in 1833, and the Statistical Society of London in 1834.
