The lists are obtained from various sources and the identity of the persons concerned cannot always be checked without further investigation. It is, therefore, pointed out that the lists are of a provisional character, that in the confused state of affairs, existing in Germany, mistakes are unavoidable and the accuracy can in no way be guaranteed" (Preface).
