Conceptual and definitional problems - what is a 'party system'?, what distinguishes a 'federation' from a 'confederation'? - are dealt with, and the historical dimension informs the book throughout. The five countries treated are compared individually in each chapter, but classifications or groupings are identified where appropriate. The conclusion draws together the salient points from the earlier chapters to consider the extent to which the USSR and western democracies are quite distinct, or possibly converging, forms of political system.".
