Pierre-Simon Ballanche (1776-1837), originario di Lione, si definì "phylosophe mystique" e divenne l'apostolo della cosiddetta "Palyngénésie Sociale". Inserendosi nel più vasto solco dei filosofi del periodo della Restaurazione, sostiene qui che Luigi XVIII, chiusa la "nefasta" parentesi rivoluzionaria e napoleonica, deve incarnare la necessità di un rinnovamento delle istituzioni sociali ispirato alla filantropia, e che la società, pur divisa in due grandi classi, deve rinnovarsi attraverso un'etica della solidarietà nei confronti dei ceti più disagiati migliorando le condizioni sociali nelle fabbriche, nelle campagne, negli ospedali.
