He theorised guild socialism, belonged to the Fabian Society and was an advocate for the co-operative movement. Together with R. S. Postgate, Cole wrote this pamphlet arguing against war debts and reparations. They make the case that war debts and reparations are the main burden causing widespread financial collapse in Europe, and that they may cause further war and revolution.
