El libro condensa no sólo las ponencias sino también los debates y los documentos aportados en la primera reunión convocada por la Universidad Autónoma de la Ciudad de México y la Secretaría de Desarrollo Social del gobierno de la ciudad, en el mes de junio de 2007, a partir de la cual se constituyó el Grupo Promotor del Ingreso Ciudadano en México, grupo en el que, como se puede comprobar en uno de los anexos de esta publicación, participa un amplio y plural número de académicos de diferentes universidades, funcionarios públicos, miembros de organizaciones civiles; en fin, ciudadanas y ciudadanos dispuestos a reaccionar, a buscar alternativas y a trabajar colectivamente para superar las graves condiciones de pobreza y exclusión en la que viven muchos millones de mexicanos y para garantizar el ejercicio pleno de la ciudadanía. Considero sin duda que este libro será en adelante una bibliografía de referencia básica y obligatoria para quienes están preocupados por hacer que las políticas sociales garanticen, como dice claramente el título de este libro, el "derecho a la existencia" y por lo tanto el derecho de los ciudadanos a ser ciudadanos libres. Este libro es particularmente valioso por diferentes motivos, entre los cuales destaco tres: 1) ofrece un conjunto de ideas muy originales y sugerentes para quienes toman decisiones en materia de políticas públicas, en particular de políticas sociales, para quienes les interesa profundizar el debate académico y, por supuesto, para las organizaciones civiles que trabajan intensa y comprometidamente por mejorar la calidad de vida de la ciudadanía; 2) es una publicación muy oportuna que contribuirá a retomar el adormecido pero indispensable debate sobre los resultados y el rumbo de las políticas sociales que se aplican actualmente en México, tanto en el ámbito federal como en el local y 3) contribuye a avanzar en la formulación de nuevas propuestas, para lo cual es útil conocer tanto el debate internacional en la materia como las experiencias que se llevan a cabo en otros países, particularmente de América Latina, donde la temática de la efectividad y exigibilidad de los derechos sociales es parte sustancial de los proyectos democratizadores del Estado y la sociedad. El lector encontrará en este libro un conjunto de interesantes artículos que tratan el tema del ingreso ciudadano desde diferentes perspectivas: filosófica, social, económica y política; en los mismos se fundamentan de manera rigurosa y documentada tanto las concepciones que subyacen en torno a esta propuesta denominada indistintamente ingreso ciudadano o renta básica, como la factibilidad de su aplicación en nuestras sociedades, los obstáculos que deben sortearse y las modalidades de operación con que ya se aplica en diferentes países de América Latina, EU y Europa. Daniel Raventós, catedrático de la Universidad de Barcelona y presidente de la Red de Renta Básica de España, quien participó activamente en esta reunión, ofrece en su artículo una explicación clara de los contenidos y alcances del concepto de renta básica. De manera sintética, el ingreso ciudadano que hace referencia a un ingreso incondicionalmente garantizado por el Estado a todos los ciudadanos es una forma de ingreso mínimo que se caracteriza porque: 1) es universal, 2) se recibe independientemente de otras fuentes de ingresos y 3) no requiere contraprestación alguna. Además, encierra un fuerte componente de igualdad de género, como afirma Maria Julia Bertomeu en otro artículo de este libro, ya que la renta básica permite a las mujeres ganar una cuota de independencia, de autonomía necesaria para acercarse a un ideal de libertad. Right of withdrawal
If you are a consumer you can withdraw from the contract in accordance with the following. Consumer means any natural person who is acting for purposes which are outside his trade, business, craft or profession.
Information regarding the right of withdrawal
Statutory right to withdraw
You have the right to withdraw from this contract within 14 days without giving any reason.
The withdrawal period will expire after 14 days from the day on which you acquire, or a third party other than the carrier and indicated by you acquires, physical possession of the last good or the last lot or piece.
To exercise the right of withdrawal, electronically fill in and submit a clear statement on our website, under "My Purchases" in "My Account". We will communicate to you an acknowledgement of receipt of such a withdrawal on a durable medium (e.g. by e-mail) without delay.
To meet the withdrawal deadline, it is sufficient for you to send your communication concerning your exercise of the right of withdrawal before the withdrawal period has expired.
Effects of withdrawal
If you withdraw from this contract, we will reimburse to you all payments received from you, including the costs of delivery (except for the supplementary costs arising if you chose a type of delivery other than the least expensive type of standard delivery offered by us).
We may make a deduction from the reimbursement for loss in value of any goods supplied, if the loss is the result of unnecessary handling by you.
We will make the reimbursement without undue delay, and not later than 14 days after the day on which we are informed about your decision to withdraw from this contract.
We will make the reimbursement using the same means of payment as you used for the initial transaction, unless you have expressly agreed otherwise; in any event, you will not incur any fees as a result of such reimbursement.
We may withhold reimbursement until we have received the goods back, or you have supplied evidence of having sent back the goods, whichever is the earliest.
You shall send back the goods or hand them over to Lauso Books, BARCELONA, Barcelona, Spain, without undue delay and in any event not later than 14 days from the day on which you communicate your withdrawal from this contract to us. The deadline is met if you send back the goods before the period of 14 days has expired. You will have to bear the direct cost of returning the goods. You are only liable for any diminished value of the goods resulting from the handling other than what is necessary to establish the nature, characteristics and functioning of the goods.
Exceptions to the right of withdrawal
The right of withdrawal does not apply to:
- The delivery of newspapers, journals or magazines with the exception of subscription contracts; and
- The supply of digital content which is not supplied on a tangible medium (e.g. on a CD or DVD) if you accepted when you placed your order that we could start to deliver it, and that you could not withdraw once delivery had started.
