The FIRST REPORT is the Report of the Commissioners appointed by the Governor-General of Canada, since the Union of the Two Provinces, to inquire into the State of the Canadian Post Office (pages 3-74), dated 26 October 1840, which was highly critical of the Postmaster General, Thomas A. Stayner, for the apparent mismanagement of the Canadian Postal System, citing poor delivery of mails, excessive charges on newspapers, and large commissions on postal services. The SECOND REPORT is Mr. Stayners Statement (pages 75-99), dated 2 April 1842, in which Stayner replied to each of the criticisms and issues of concern outlined in the Report of the Commissioners.
