Acta secreta al Comando Especial Conjunto, junio 22 de 1993, once meses después de la fuga de Pablo Escobar.Los últimos manuscritos conocidos, así como versiones conocidas por actividades de inteligencia, han permitido establecer que su estado anímico no es el mejor, denotando la expresión de un hombre que se considera en franca derrota, pero que no por ello deja de ser menos peligroso. No se conoce a la fecha algún indicio que permita corroborar una posición en contrario, percibiéndose solamente preocupación manifiesta por la situación y futuro de su familia.
Si bien es cierto que el señor T (Pablo Escobar) pretende convencer a las autoridades de que se entregaría sobre la base de garantías de seguridad de
su familia, es evidente que en el pasado los ataques más feroces de tipo terrorista sobrevivieron cuando la familia se encontraba disfrutando de plena seguridad en el exterior. Por lo anterior, es lógico considerar que el fugitivo, de cara a la campaña electoral, puede lanzarse a una ofensiva terrorista.
No debe olvidarse que el lema que inspira la lucha del señor T se basa en aplicar la fuerza bruta, situación que haría presumir que en el futuro inmediato cumpla las amenazas que lanzó contra varios funcionarios públicos y oficiales comandantes del Bloque de Búsqueda, a quienes
prometió «matarle hasta el último de sus parientes» (manuscrito enviado
al coronel Martínez).

The last known manuscripts, as well as known versions for intelligence activities, have made it possible to establish that his state of mind is not the best, denoting the expression of a man who considers himself in frank defeat, but who is no less dangerous. To date, there is no known evidence to corroborate a position to the contrary, and there is only expressed concern for the situation and future of his family.
While it is true that Mr. T (Pablo Escobar) is trying to convince the authorities that he would turn himself in on the basis of guarantees of his family's safety, it is clear that in the past the most ferocious terrorist attacks survived when the family was enjoying full security abroad. Therefore, it is logical to consider that the fugitive, in the face of the electoral campaign, may launch a
terrorist offensive.
It should not be forgotten that the motto that inspires Mr. T's struggle is based on the application of brute force, a situation that would lead one to presume that in the immediate future he will carry out the threats he launched against several public officials and commanding officers of the Search Bloc, to whom he
promised to "kill every last of his relatives" (manuscript sent to Colonel Martínez).
Óscar Naranjo nació en Bogotá y al concluir sus estudios de bachillerato en el colegio Calasanz ingresó a la Universidad Javeriana, donde adelantó un semestre en la facultad de Comunicación Social y Periodismo para luego incorporarse a la Escuela de Cadetes de Policía General Francisco de Paula Santander. Su carrera como policía durante 36 años lo llevó a alcanzar el grado de General y a ocupar el cargo de director de la institución entre 2007 y 2012. Su trayectoria estuvo marcada por el logro de grandes éxitos en la
lucha contra el crimen, avances significativos en la modernización institucional, y la construcción de un nivel de confianza sin precedentes por parte de la ciudadanía. Participó como negociador plenipotenciario en las conversaciones que pusieron fin al conflicto con las FARC y ocupó el cargo de ministro consejero de la Presidencia para el Postconflicto, Derechos Humanos y Seguridad. En marzo de 2017, el Congreso lo eligió vicepresidente de la República, responsabilidad que ocupó hasta el 7 de agosto de 2018.
Óscar Naranjo was born in Bogotá and after finishing his high school studies at the Calasanz school he entered the Javeriana University, where he spent a semester in the Faculty of Social Communication and Journalism and then joined the General Francisco de Paula Santander Police Cadet School. His career as a police officer for 36 years led him to reach the rank of General and hold the position of director of the institution between 2007 and 2012. His career was marked by great successes in the fight against crime, significant advances in institutional modernization, and the construction of an unprecedented level of trust on the part of the citizenry. He participated as plenipotentiary negotiator in the talks that ended the conflict with the FARC and held the position of Minister Counselor to the Presidency for Post-Conflict, Human Rights and Security. In March 2017, Congress elected him Vice President of the Republic, a position he held until August 7, 2018.
