Dr. Smith, as early as 1910, stated that because infectious diseases are preventable, that this was sufficient cause for any legislature to require reporting and quarantining of individuals. In this paper Smith notes the practical problems which arose, from the apathy of local health boards to the lack of epidemiological data. Small 4to, 8 pp. Printed paper wrappers, staple bound.
