Then its decline began and at the end the Ottoman Empire was the "Sick Man" on the Bosporus. World War I brought an end and in 1923 the Republic was founded by Mustafa Kemal (Ataturk). From then on the army was the guard of the Republic against external and internal forces. This study describes the details of these developments with focus on the development of the Turkish military. To accomplish this task, decision-makers and personnel assignment staff should consider conflicting multiple objectives that create the widely known problem called .personnel assignment problem. To assist in this complicated task from a quantitative perspective, a preemptive goal programming approach was used to develop an integer programming (IP) model to capture the multiple objectives flexibly and interactively. A realistic size IP problem with random data was tested for computational efficiency and analysis. The mean solution time for different instances of the problem was reasonably small. An application of the methodology in an actual assignment decision support system of any large-scale government or non-government organization has a potential to help decision-makers make better use of their personnel.

First edition of this comprehensive account and war memoirs of the Korean War, written by the commander of the Turkish Brigade. In the Korean War that began in July 1950, Yazici was appointed Commander of the Turkish Armed Forces in Korea, which were sent to South Korea to fight on the side of the United Nations. He arrived in Korea on October 17, 1950, as the head of a fully equipped and reinforced Turkish military unit of 5,000 soldiers, prepared as a brigade-level force to join the war alongside South Korean troops. Immediately deployed to the front lines, he led the unit to major successes in battles that took place in regions such as Pusan, Suwon, Kumhwa, and Elco. During the Battle of Kunuri (where 352 soldiers were wounded and 78 were killed in a single night) the resistance of the Turkish unit prevented the destruction of the U.S. Eighth Army. He was promoted to the rank of major general in 1951 during the war. He returned to Turkey in November 1951 and retired in 1952. As of August 2025, OCLC lists eight copies in the North American libraries (13209242).
