At the time of the presentation, the author had more than 19 years of progressive security experience which included the management of more than 50 Federal DOD ADP security projects, He was a graduate of numerous government professional courses that included the US Navy ADP Security Course and the FBI National Academy. The author held a certificate in computer programming and was a Certified Protection Professions (CPP) by the American Society for Industrial Security. At the time of the presentation he was the Washington DC site manager for the CDSI/GSA Risk Analysis and Security Audit Services Program. This presentation compared and contrasted the major security access control packages is use at the time on IBM's MVS and VM Operating Systems, IBM's Resource Access Control Facility (RACF) CA's Access Control Facility e (ACF2), TOP SECRET and VM's VM Security were examined. The desirable features of security access and control packages were address and an update on the National Computer Security Center's (NCSC) evaluation of these packages was also presented.
