86pp 32x20, sewn pamphlet Front page grubby, some corners slightly creased and folded, edges a bit ragged, good thus for fragile item The 1866 Metropolitan Commons Act gave local authorities in and around London (and after a private members bill, Norwich) the power to raise money via the rates to spend on maintaining and protecting common land; the Amendment Bill aimed to make various changes and extensions to the scope of the original Act. The Select Committee decided that while the changes might be desirable, not enough time had elapsed since the Act had become law to justify the changes. Nonetheless the Bill was passed as the Metropolitan Commons Amendment Act 1869.William Cowper was the stepson of Palmerston and nephew of Lord Melbourne; while not quite as successful as these, he nonetheless had a distinguished Parliamentary career, and is perhaps best known for the "Cowper-Temple Clause" (his full name, which he took in 1869 when inherited his mother's estates) to the 1870 Education Act, which said that religious education in state schools should be non-denominational.

xvii, 173pp [corrected version of the Report, xx, inserted (printers' note shows that this was issued on the same day as the main publication) - the final page is incorrectly paginated as x, so presumably not a good day for the typesetter] 34x21, blue paper wraps Front wrap and original version of the Report are detached, presumably deliberately when the corrected version was loosely inserted, couple of small stamps, generally good thus. The Committee made various recommendations for improving the supply and quality of housing for the working classes, including a proposal that in London rents should be set centrally. A particular concerns was the clearance of housing for major infrastructure and civil engineering projects, without replacement homes being provided.
