Pencilled note to rear pastedown stating: 'From the collection of the 3rd Earl Grey (1802-94) sometime Secretary of State for the Colonies'; though no evidence of such (if ever present) now remains. The third located copy of the sole edition of an impassioned address - levelled by a private London-based shipowner at then President of the Board of Trade Henry Labouchere (1798-1869) - both expressing concern that high subsidies were hindering cheaper ocean postage and arguing in favour of free competition in opposition to the 'intolerable commercial monopolies' being raised by the newly established 'monstrous parasytical [sic] system of ocean steam contracts'.
