The first part of the book is a letter to General Sir William Howe. The letter criticizes Howe's military strategy, arguing that he has squandered opportunities to defeat the Americans and bring the war to an end. The author details a series of battles in which Howe failed to pursue and destroy the American army, including Bunker Hill, Long Island, and German Town. The author argues that Howe's strategy is based on timidity and a desire to avoid casualties. He accuses Howe of being more concerned with maintaining his own reputation than with winning the war. Howe should have chosen to begin the war by securing towns and surrounding areas so as to starve out enemy forces.
