Each volume bears the bookplate of Hilton Proctor Goss on the pastedown and Odilion[?] Goss on the flyleaf. Hilton Proctor Goss (1903-?) was an author and researcher based in Santa Barbara, California, associated with the Technical Military Planning Operation at General Electric Co. in the late 1950s. His work included strategic studies on African resources and United States foreign aid policy. Book.
