It argues that anthropology, communication, economics, geography, psychology, sociology and related fields belong at the core of weather research and operations. The report examines how social and behavioral science can improve weather warnings, preparedness, forecasting, emergency response and recovery. Its seven chapters set out the motivation for this integration and review the current state of such work in the field. One chapter is devoted to road weather. Further chapters set out a research agenda and a framework for sustained support. That framework covers representing social scientists in leadership, building long-term funding and capacity, and filling knowledge gaps in risk assessment and the design and delivery of messages.
