Philibert, après de solides études classiques, commença des études de médecine, puis se résolut à embrasser la carrière paternelle : il fut sous-inspecteur des forêts à Verdun, à Bourg en 1848, inspecteur à Belley en 1859, puis à Annecy et à Lons-le-Saunier. Toute sa vie il conserva de solides attaches avec son département natal : il y séjournait fréquemment, et y vécut la dernière partie de son existence.
